A contractor for a number of hotel and condominium projects in Manhattan has been sued by the New York State Attorney General for wage and hour violations and discrimination. The lawsuit claims the contractor routinely shortchanged hundreds of immigrant workers and seeks $4 million in wages and overtime pay and an end to discriminatory practices. Several of the hotel sites on which he had crews working are owned by Sam Chang.

Contractor Michael Mahoney, of EMC Construction, is accused of, among other things, instituting a tiered wage system that paid workers anywhere from $15 to $25 depending on their ethnicity.
